Two Marijuana Bills Pending in North Carolina Legislature

Urge Your Representatives to Support HB 577 and HB 324!

Legislation that seeks to legalize the physician-supervised use of medical marijuana has been introduced in the North Carolina legislature.

House Bill 577 amends state law to "authorize an individual to use marijuana for medical purposes as directed by a physician." HB 577 would allow patients both the ability to cultivate their own cannabis at home or to purchase it at state licensed distribution centers. This proposal remains pending before the House Committee on Rules, Calendar, and Operations and has yet to be assigned a hearing.

Sixteen states Alaska, Arizona, California, Colorado, Delaware, Hawaii, Maine, Michigan, Montana, New Mexico, Nevada, New Jersey, Oregon, Rhode Island, Vermont and Washington and the District of Columbia have enacted laws protecting medical marijuana patients from state prosecution. There is no legitimate reason why North Carolina's patients should not enjoy these same legal protections.

You can track the progress of this bill and view more information about HB 577 here.

Please urge your member of the House to support this legislation by visiting NORML's 'Take Action' Center here:

House Bill 324, an act to reclassify the possession of minor amounts of marijuana from a criminal misdemeanor to an infraction, remains pending before House lawmakers.

Originally filed last year, the measure remains pending before the House Committee on Rules in the 2012 legislative session.

House Bill 324 would amend state law so that the possession of up to one ounce of marijuana would become a non-criminal infraction, punishable by a fine and no criminal record. You can read the full text of the bill here.

Please take time today to contact your House member and urge him or her to support HB 324. For your convenience, a pre-written letter will be e-mailed to your state representative when you visit NORML's 'Take Action' Center here:

Thank you for your support of marijuana law reform in North Carolina.

Sincerely,
The NORML Team

Senator Kay R. Hagan Response

February 21, 2012
Dear Friend,

Thank you for contacting me regarding medicinal marijuana. I greatly appreciate hearing your view on this important issue.

Medicinal marijuana use is currently illegal in the vast majority of states, including North Carolina. However, thirteen states have passed laws that make exceptions for medicinal use. All but two states that allow medicinal marijuana use require the patient to have valid documentation from their prescribing physician. Twelve states permit the use of medicinal marijuana as a prescribed course of medical treatment exclusively for the alleviation of debilitating and chronic pain associated with various diseases.

I appreciate your support for increased access to medicinal marijuana. As this issue comes before the United States Senate, I assure you that I will keep your thoughts and opinions in mind.
Again, thank you for contacting my office. It is truly an honor to represent North Carolina in the United States Senate, and I hope you will not hesitate to contact me in the future should you have any further questions or concerns.

Sincerely,

Kay R. Hagan

Please do not reply to this email. Instead, if you have further questions, please visit www.hagan.senate.gov and fill out my web form for your inquiry. Thank you.

Thank you very much for at least responding back. She has responded POLITICALLY CORRECT by on one hand she says "Medicinal marijuana use is currently illegal in the vast majority of states, including North Carolina." to defend herself and NC's stand BUT THEN SHE says "However, thirteen states have passed laws that make exceptions for medicinal use. All but two states that allow medicinal marijuana use require the patient to have valid documentation from their prescribing physician. Twelve states permit the use of medicinal marijuana as a prescribed course of medical treatment exclusively for the alleviation of debilitating and chronic pain associated with various diseases." to cover our view and thoughts. This way her and other politicians can cover there view and others views whether for or against. That way they dont lose your vote and hands are clean. WHY CAN THEY NOT EITHER BE FOR OR AGAINST????????

Still I say thank you for responding back and keeping us in your thoughts.

Take care and FIGHT ON

Lifelong Stigma of a Criminal Record

I am living proof of the stigma that follows you once you are labeled with criminal record. That is what I stood and said in front of the Fletcher Town Council. Even though the newspaper printed the truth while Fletcher Town Council prints their own thoughts. Such a ridiculous law can hurt you and have the public have negative thoughts of you. You are human just like them and that are just set in their own moral sentiments and not educated on the truth of Cannabis.

Please take time today to contact your House member and urge him or her to support HB 324. For your convenience, a pre-written letter will be e-mailed to your state representative when you visit NORML's 'Take Action' Center here:

Bypass Legislators

Check more into voter initiatives to bypass legislatures. Right now they are doing one for amendment on constitution for it to say marriage is between man and women. That is a way to go around them leave up to voters and keep those legislators worried hands clean. Found this: http://www.iandrinstitute.org/New%20IRI%20Website%20Info/I&R%20Research%...
Other thing to do is there is two different petitions one can be local official petition and other is regular. These if % of local registered voters signed petition it can make resolution automatically passed. If you want to help me get every name off Alexanders petition that is near or in Asheville I will personally get in contact with those and bring pettion before Asheville City Council. Tell any that you want to do the same and at same time where they live and we would end up be able to bypass legislators too.
“I think the larger issue on this or for other topics where there’s a lot of controversy, it’s my experience that public hearings without legislative votes are really the way to go,” Luebke said. “The people who feel this is an important idea and important for their health would have a chance to speak on the record about it.”
They are telling us ways around just listen and look closely, WE WILL WIN THIS BATTLE

NC Deadline

While researching I found this information that gives the crossover bills. Ours isnt listed but can still be considered if moved from chamber to the other by applicable date. And I have found the deadline for our bill to be even considered is must be viewed and pass third reading by June 13, 2012.

http://www.ncleg.net/documentsites/legislativepublications/Research%20Di...

MAKES ME WONDER IF THIS BILL WILL EVEN HAVE A CHANCE. LIKE REPRESENTATIVE SAID THERE IS NO PUBLIC SUPPORT, SO IT IS ALREADY IN THEIR MIND WHAT IS GOING TO HAPPEN WITH IT.

DOES PETITION MEAN ANYTHING?

Showing we care here in NC

Keep up the great job of signing this petition and spreading the word. We are really showing how many care about this here in NC. There are so many different reasons gave by so many of you from legalize. medicate, and revenue. The most have been about medicate and revenue. REGULAR PEOPLE TO DOCTORS
As of now over 6,000 signatures. Imagine if this revenue was coming in. even if just 1,000 were like me and had paid around $15,000 in a year IT WOULD BE $15,000,000.

NOW DOES THAT MAKE ANY SENSE???????

HAVE A GREAT WEEKEND

Keep it going

GREAT JOB PEOPLE. You are doing a wonderful job. We are showing them that there is alot of support for this petition. KEEP IT GOING.
Another way to show them is by emailing the Revenue Laws Study Committee (revenuelaws@ncleg.net) to get some more attention to HB577. It is a smaller group of Senators and Representatives to persuade. This maybe easier then just saying accept HB577. We have to try every avenue available to get this bill onto the floor for debate.

Check this forum post for info ON HOW AND WHO TO EMAIL: https://www.brmcrc.org/content/revenue-laws-study-committee

I emailed the Committee and each Senator and Representative personally yesterday.
EMAIL OR CALL THEM WITH YOUR THOUGHTS. Lets show them what they need to study and how many of us Care.

THANKS FOR ALL YOU DO

Take care and FIGHT ON
